I know that we haven't even begun the the 2011 season, but IMO it's never too early to start so here it goes:
1. Reduce the contract buyout from 10 blb to 5 blb. We only receive a 100 blb allotment in the first place so it costs 10% of the yearly allotment to reduce one contract year. I'm all for making teams have a penalty for cutting players, but I think we need to revisit this. I know in both TBL and TBL3 the cost is only 5 blb and it allows GMs to free up years when they need. Just like the NFL teams can get out of a player's contract with relative ease.
2. Eliminate the blb opportunities outside the fantasy season (NCAA, NFL Draft Challenge, etc..) and increase the annual allotment. While I enjoy (and usually perform well) in both of these challenges I think it hurts the overall competitiveness of the league and gives an unfair advantage to those that win outside of the TBL2 realm. I think giving each team a 200 blb stipend and eliminating the outside blb opportunities would increase competition.
3. Reduce the draft to 5 rounds. Personally, I think 5 rounds is a tad much, but with IDPs the argument can be made that we need 5 rounds. In a league with 16 teams 6 rounds is a lot.

I like your first idea. The NCAA and Draft I have no opinion. Reducing the draft to 4 or 5 rounds makes sense. I believe we need to do that or increase the total contract years from 100 years to 110 or 120.

I believe we need to do that or increase the total contract years from 100 years to 110 or 120. I think increasing the years to 120 is a great idea. This is something that I considered when I set up TBL3 and I'm planning to do. The thought process is simple. When I set up TBL we had 70 years and increased it to 80. The addition of a IDPs really doesn't give enough years for teams to distribute.

I like the idea of changing the contract years to 120 as well as the idea of reducing the rounds in the draft to 4 or 5. On the pick em and NCAA bracket we should just reduce the amount of BLBs given in return. These events in my opinion help to keep owners active during the off season and keeps them involved in the league.

I think these are very good recommendations. I think you meant that we haven't even begun the 2012 season....
1. Reducing the contract buyout from 10 BLB to 5 BLB is very nice.
2. Eliminating or reducing the outside of the fantasy season opportunities is fine. It makes total sense.
3. Reducing the draft rounds to five (5) actually seem like it will help as there will be more surprises for waiver wire pickups and will slightly change the dynamics there.

1. I really don't like expanding contract years. Competitive balance is better with fewer contract years available. It improves the free agency market and waiver wire market. 2. Reducing buyout makes sense. 3. I like the idea of reducing the Blb payouts for march madness, etc.
