Ok, during 2008 - I was paying attention and I was keeping track of most of the 'complaints' (and believe me, there were plenty).
Here is the list of items that I heard throughout the season and took note of. If I'm missing something, please post it in this thread. Keep in mind, not all of these changes will need to go up for a vote - - but I just wanted to present them to you here, for now.
1) Host site (Change from MFL back to RTSports)
2) Injured reserve (contract years to be free'd up; allow for more than 2 I/R spot?) I anticipate implementing this without the need for a vote, but would like your feedback.
3) Roster Violations (re-visit Penalty, Definition, Allow BYE week starters?) I anticipate implementing this without the need for a vote, but would like your feedback.
4) BLB awards for ancillary items (Increase or decrease payouts - Blitz Bowl, NCAA pool)
5) RFA start date – Move to May 1st. (Will allow for NFL draft and NFL free-agency to be complete. will allow GM’s to acquire more BLB’s from NCAA & NFL draft pools) [[NOTE: I feel VERY strongly about moving the start date of RFA for numerous reasons]]
6) Return Yards & Return TD's (award to Def/ST or Individual players - or both)
7) Fractional scoring (reduces potential of tie-games and makes every yard count. example: 0.05 pts per 1 yard)
8) Scheduling (need 1 more H2H game within conference. either add 1 more DH or reduce to 3 non-conf games)
9) Also-ran playoffs (Loser's Bowl w/ BLB award to winner) I anticipate implementing this without the need for a vote, but would like your feedback.
10) Tie breakers (Clarify for 3 or more teams; Blitz Bowl. Also, should Total Points be higher in the set up?) I anticipate changing this without the need for a vote, but would like your feedback.

I vote no to this rule change. I think you should play the cards you're dealt. Injuries are just part of the game

Here’s my quick thoughts on the Commish’s ideas for rule changes, for what they’re worth. Whatever the Commish and/or league decides, however, will be fine by me.
1) Host site (Change from MFL back to RTSports)
I’d stay with MFL. As many of you know, I’m a longtime fan and user of RTS. I think it’s great for most ff’ers. However, I think the info, stats, & league design options provided by MFL are far, far superior for leagues with an advanced format and more experienced, competitive GMs.
2) Injured reserve (contract years to be free'd up; allow for more than 2 I/R spot?) I think IR should be unlimited. Then allow an extra contract year for each player on IR, so you are sure to be able to sign a replacement player like in the NFL. For example, if you have 3 players on IR, your contract year allowance would be 103 years.
3) Roster Violations (re-visit Penalty, Definition, Allow BYE week starters?) This may be the toughest one to come up with a fair and workable solution, and cause the most disagreement. The perceived lack of enough starting QBs in our 16-team league seems to cause the biggest problem. Right now, I lean toward leaving it the way it is. This encourages trading and planning. It does, however, put a bit of a burden on the Commish to assess whether an owner is making reasonable, good-faith efforts to obtain a playable sub to guarantee the integrity of the game effected and league.
So, I can see considering at least a couple options. They wouldn't solve every situation, but could be a point to start from. First, we might at least consider allowing a QB to be started during his BYE week, but that 5-10 points be deducted from his average points to determine his bye-week score. Second, another approach to ease the problem might be to have a roster limit of 4-5 QBs. Finally, a more radical approach could be something like letting an owner "borrow" a QB off another's roster for a week, at a set amount of BLBs -- owner's could only "lose" a QB for a week, one time during the season. This may (perhaps, 'does') sound silly; but it's just my trying to "think out of the box", and something I'd toss out there for the heck of it.
4) BLB awards for ancillary items (Increase or decrease payouts - Blitz Bowl, NCAA pool)
Okay, as is, although the NCAA awards should be lowered and brought more into line with what we do for the NFL Draft Contest.
5) RFA start date – Move to May 1st. (Will allow for NFL draft and NFL free-agency to be complete. will allow GM’s to acquire more BLB’s from NCAA & NFL draft pools)
That’s fine with me.
6) Return Yards & Return TD's (award to Def/ST or Individual players - or both)
I’d award TDs, but not Return Yards, to both DST & the individual player. I'd give RetYds only to DST.
7) Fractional scoring (reduces potential of tie-games and makes every yard count. example: 0.05 pts per 1 yard)
I’m not a big fan of this, and don’t mind the occasional, rare tie game. Decimal scoring makes it look like some kind of gymnastic competition.
8) Scheduling (need 1 more H2H game within conference. either add 1 more DH or reduce to 3 non-conf games)
I think it’s important to play a balanced schedule within your own conference. I favor adding another DH week.
9) Also-ran playoffs (Loser's Bowl w/ BLB award to winner)
I like it. Perhaps give the Winner of the “Loser’s Bowl” the higher draft pick, as well, if it turns out he doesn't already have it. Although I'm sure it wouldn't happen here, that also would keep a team from intentionally tanking to get the #1 or 2 draft pick.
10) Tie breakers (Clarify for 3 or more teams; Blitz Bowl. Also, should Total Points be higher in the set up?)
I think the way it was handled last year when there was a chance of a 3-way conference tie between Fundy, Rob & I was fine and fair. We might want to clear-up the language in the rule a bit though....As for the Blitz Bowl, I again like the agreement reached last year, where you would playoff a 16th Week tie in the 17th Week. If the Blitz Bowl is still tied after the second (17th) week, then apply H2H and/or Total Points....Finally, I've always preferred TPs over H2H as the first tie-breaker. However, I realize I'm in the small minority there.

My thoughts and I added one to ask about. If no one agrees with it then don't add it to the list. 1) Host site (Change from MFL back to RTSports) I can go either way on this one. I never had a season under RTS, but during last years RFA I used it to gather stats and it seemed to have a better layout. I would probably not even vote on this and just go along with majority. 2) Injured reserve (contract years to be free'd up; allow for more than 2 I/R spot?) I anticipate implementing this without the need for a vote, but would like your feedback. If you don't do this then I really don't see the point of having IR. I do think this could be a headache for the commissioner making sure everyone fixes their rosters as players come off of IR. Penalties would need to be inforced for anyone that forgot those years were re-active and were now over the cap. 3) Roster Violations (re-visit Penalty, Definition, Allow BYE week starters?) My only opinion of this is an owner needs to show good faith that he was trying to provide the best possible lineup to be competitive. If an owner has no other starting QB, then he doesn't have to start one. If there is someone else on his roster that could have played, that player needs to be in the lineup. This shouldn't be limited to QBs either. Basically an owner should not be forced to make a trade or make a waiver move and drop a player if they do not want to. 4) BLB awards for ancillary items (Increase or decrease payouts - Blitz Bowl, NCAA pool)Agreed 5) RFA start date – Move to May 1st. A player should be rewarded for these yards and scores. The yardage should be far less than actual yards. Maybe 1 point per 50 return yards. 7) Fractional scoring (reduces potential of tie-games and makes every yard count. example: 0.05 pts per 1 yard) This to me is a no brainer. Frankly I don't know about the rest of you but I have been playing FF for over a decade now, and the last time I played in a league that did not award fractional points we were pulling stats from the newspaper and it was just too hard. The computer does all the hard work so every yard should count. 8) Scheduling (need 1 more H2H game within conference. either add 1 more DH or reduce to 3 non-conf games)This scheduling mishap pretty much screwed me out of the playoffs so yes I am in favor of this. My personal opinion is head to head should only be used in a 2 way tie. If the tie is three or more it should be total points. I think the Friday FA was probably at least partly meant to be a way to make sure you'd be able to fill a slot for the coming week's game if you had lost out on the ww, lost a starter near the end of the week, or to grab a "sleeper" for free that you thought had snuck past everyone on the ww. My guess is that the "one FA per week" limitation was intended to keep some owner(s) with a lot of contract cap room from essentially draining the free agent pool by, for example, picking up 10-15 free players at a crack. I think that's a reasonable concern and limitation now, since many GMs probably are going to have a lot more contract cap room this year compared to last year, when we first had to add IDPs....I'd favor keeping the rule as it is to make sure that most new roster additions have to be paid for with BLBs on the ww.

Fair enough. I just had an instance last season where on a bye week I got hit with some injuries on the same week and I was basically unable to fill my lineup once Weds had passed and I realized these guys were not going to play. I needed to fill two spots and the rules only allowed me to fill one of my roster spots. It just seems to me you have the BLY cap and the fact that any owner who wants to buy up guys has the right to do so, up to their own BLY. Obviously if they are buying up players just to screw another owner I personally think that is their right, but it will cost them 10 BLB to drop those guys later so there is a penalty for doing that.

Most of the stuff -- outside of the RT/MFL question now up for a vote -- is relatively small stuff that the Commish should be allowed to tweak on his own if he thinks necessary. 16 different owners would have 16 different sets of rules if left to their own devices. I say, just let the Commish take whatever input he gets and then run with what he thinks is best. The rest of us should just sit back and enjoy the fruits of Andy's hard work and good judgment....Again, I'm willing to help Andy out however I can, and live with whatever he feels is best for the league.

I concur!! IMO, there has been way too much "democracy" in this league! Andy has proven himself in this league and we must trust him to make decisions that he believes are in the BEST interest of the league. TBL would have never become what it is today, if I put everything up for a vote. That is the real only "perk" of being commissioner to be honest. I mean leagues like this are a full time job and the last time I checked they don't pay very well.

I will start to do just that. I don't see any reason why I can't make an educated decision (based on the best interest of the league) for those 50 or so Proposed rule changes. I will post my decisions shortly.
With the exception of the host site - I will leave that up for a vote.

I'm sure you have all been anxiously awaiting the outcome of the proposed rule changes for the upcoming 2009 season. I have deliberated over these proposals, and with the guidance from a few owners in the league, I have come to the following decisions: 1) Host site: MFL vs RTSports Based on the results of the poll, the league will be returning to RTSports. I will be sending out invites to each of you shortly to 'claim' your teams. I still need to update the BLB's and the draft picks, so be patient. 2) Injured Reserve Effective with the 2009 season, GM's will receive a 1 contract year credit for each player placed on I/R, regardless of the number of contract years that player has assigned to him. This will allow GM's to acquire Free-Agents to replace those I/R players. Also, the maximum number of players that can be placed on I/R in a single season is eight (8), however please keep the following existing rules in mind: - Only players who are out for the season can be placed on I/R. - Once a player is tagged on I/R status they cannot be taken off I/R until after completion of the TBL2 Blitz Bowl. - Players on I/R can NOT be traded. 3) Roster Violations Effective with the 2009 season, Roster Violations (see Rule 9.2.1) will be penalized as follows: 1st offense = Warning. 2nd offense = 10 BLB penalty. 3rd offense = 50 BLB penalty. If these offenses occur in consecutive weeks, the Commissioner reserves the right to expel that GM from the league. Starting players on a BYE week will still count as a Roster Violation, but GM's will have the flexibility to start a player on a BYE if they so choose. 4) BLB Awards Effective with the 2009 season, the NCAA March Madness Pool & NFL Draft Pick'em Pool payouts will be as follows: 1st place = 40 BLB's 2nd place = 30 BLB's 3rd place = 20 BLB's 4th place = 10 BLB's. Any Ties will split the combined award. All GM's who participate in these Pool's will receive 5 BLB's.
The monetary payout for the Blitz Bowl will remain the same, however the BLB award will be increased to 50 BLB's for the winner, and 25 BLB's for the runner-up. 5) RFA start date Effective with the 2009 season, RFA will begin as of May 1st. This is to accommodate for the NFL Schedule, NFL Draft, NFL Free-Agency, and will also give all GM's additional opportunities to obtain more BLB's from the NCAA March Madness & NFL Draft Pick'em Pools. 6) Return Yards & Return TD's Effective with the 2009 season, Individual players will be awarded points for Special Teams TD's, but will not receive credit for Return Yards. The Def/ST position will continue to receive points for both TD's as well as Return Yards. 7) Fractional scoring Fractional scoring will not be implemented this season. Regular season games that end in a tie, will remain a tie. 8) Scheduling Effective with the 2009 season, the regular season schedule will be modified to reduce the number of non-conference games from 4 to 3. This will ensure that all teams play teams within their own Conference twice. Each subsequent year, the 3 non-conference games will be with a different opponent than the prior year. 9) Losers-Bowl playoffs Effective with the 2009 season, the 8 teams that do not quality for the playoffs (the bottom 2 teams are excluded), will play in the "Shodan Bowl". 25 BLB's will be awarded to the winner of the "Shodan Bowl", and 10 BLB's to the runner-up. Draft position will NOT be affected by the outcome, as this is purely for entertainment purposes only. 10) Tie-breakers Tie-breakers for 3 or more teams with the same overall record will be: Total points scored, Conference Record and then Total Points scored in head to head competition. Tie-breaker for the Blitz Bowl will be handled as it was for 2008, (if there is a tie at the end of the Blitz Bowl (Week 16), the two teams will submit lineups in Week 17 and play in a Blitz Bowl "Overtime").
Here are some other Reminders for 2009: * 2009 Draft Date is being targeted for Sunday August 23, 2009 at 8:00pm. * The IDP Roster Limit (total of 9 players) will remain in effect during RFA, but will end after RFA. As of the draft, GM's will manage to their 100 year limit. (Kicker's & Def/ST will still remain at 2 per team). * For the 2009 Draft, IDP's can not be drafted until the start of the 5th round. This only applies to the 2009 Draft as a result of the introduction of IDP's into the league. * Any GM who drafts an IDP prior to the 5th round will have that pick reversed, and will not be able to fill that draft pick until after the end of the draft. * League Fees will be due by July 1st. GM's who pay their Fees on-time (or early) will earn 5 BLB's. GM's who's fees are late, will have 5 BLB's deducted for each full week that the payment is late. If payment is not received by August 1st, that GM will be expelled from the league. Thank you, TBL2 Commish.
