I noticed one owner is currently the high bidder on 3 kickers. We are only allowed to have 2 total. is there a rule for this? i think it is unfair to be even able to bid on 3 kickers because what if he wins all 3? he gets to pick and chose the 2 he wants? also, that hurts the guys outbid for those kickers.
any idea what can be done?

In your scenario, if that GM won all 3 auctions, he would acquire the first 2 (based on the earlier bid date/time stamps), and the third would be excluded due to roster limitations.
The only rule I could find ithat is closely related to your concern is the following:
12.35.2 Teams that bid higher than the amount of BLBs in their vault or that do not have a compesatory draft pick for tagged players, will have all their transactions voided and will be penalized 50 BLBs.
12.35.3 In the event of a voided Restricted Free Agency transaction the player will only be offered to the next highest bidder at the last bid amount and, if the bidder does not choose to take the player, remain an RFA.
As such, I will be imposing the same penalty for any GM's that acquire players that would put them over the roster limit.
It will be each GM's responsibility to assume the risk if he is bidding on more players than the roster limits allow, should he win all 3 auctions. Assuming the GM does not have any Kickers on his current roster, he is not in violation of the rules by simply bidding on the players, however he will be if he wins them.

so whathappens if he outbids me on the 3rd kicker? i wind up getting screwed. see, lets say its a bidding war on the 3rd and it turns out he doesn't sign him because he won 2 other kcikers. meanwhile, he drove up the bid on a player he could not sign.
whats to stop a owner on bidding on all the kickers if there is no penalty?

Please re-read the rules.
Should that happen, the GM will have all their transactions voided (on that player) and will be penalized 50 BLBs.
The player will then be offered to the next highest bidder at the last valid bid (which could very well be $1, if it goes back that far).

This was basically the answer Buddah gave when I asked about bidding on and possibly wining several players at once. I mentioned being able to pull out of a bid if you only wanted 2 RBs but were unsure you would be able to win any, so you bid on more than 2. If you happen to win them all you better be prepared to pay for them all. Since it's illegal to own three kickers you just porked yourself.
But it's completely within an owners rights to assume he will not win 3 kickers. He shouldn't be forced to "Not" bid on players. No one is going to win every player they bid on
(unless they're Rob)
